BARATI CUP INTERNATIONAL TOURNAMENT 2025

1. Rules

The Barati Cup International Tournament will be held following FIFA regulations and the rules set by the Indonesian Football Association (PSSI). In case of any interpretation issues, the applicable FIFA regulations will prevail.

2. Competition Rules

The Barati Cup International Tournament will be conducted following FIFA regulations and the rules of the Indonesian Football Association (PSSI). In case of any interpretation issues, the applicable FIFA regulations will take precedence.

2.1 Participating Teams
The following types of teams are eligible to participate:

  • Football Schools (SSB)/Academies
  • Schools
  • Clubs

For Football Schools (SSB)/Academies, priority will be given to those registered with ASKOT (City Association) PSSI and ASPROV (Provincial Association) PSSI in their respective regions.

2.2 Team Representation
Each SSB/Academy/School/Club may only field one (1) team per age group.

2.3 Group Stage Format
Each team will be placed into a group consisting of four (4) teams, where each team will play against the other three (3) teams once.

Team rankings will be determined based on points:

  • 3 points for a win
  • 1 point for a draw
  • 0 points for a loss

If two or more teams are tied on points, the ranking will be determined by the following criteria:

  1. Goal difference
  2. Most goals scored
  3. Head-to-head results between the tied teams

2.4 Quota

The team quotas for each age group are as follows:

  • U13: 52 teams
  • U14: 44 teams
  • U15: 44 teams

2.6 Penalties

If a match ends in a draw after normal time, the winner will be determined by a penalty shootout with the following conditions:

  • U13: Each team will have 3 penalty takers.
  • U14 & U15: Each team will have 5 penalty takers.

If the score is still tied after the initial penalty takers, an additional penalty taker will be selected by a coin toss to determine the next kicker/goalkeeper.

3. Age Categories for 2025

  • U15 – Male players born between January 1, 2010, and December 31, 2011 (11-a-side)
  • U14 – Male players born between January 1, 2011, and December 31, 2012 (11-a-side)
  • U13 – Male players born between January 1, 2012, and December 31, 2013 (9-a-side)
4. Match Duration Age Categories

5. Number of Players and Substitutions

5.1 U14 & U15
Each team is allowed a maximum of 3 substitution opportunities during the match, or depending on the remaining substitution quota.
Teams may make as many substitutions as needed, with a maximum of 7 players substituted.
Players who have been substituted may not re-enter the match.

5.2 U13
Each team is allowed a maximum of 3 substitution opportunities during the match, or depending on the remaining substitution quota.
Teams may make as many substitutions as needed, with a maximum of 7 players substituted.
Substituted players are allowed to re-enter the match.

6. Proof of Age and Player Roster

  • All teams are REQUIRED to complete the original documents for each player during registration on the BARATI online system.
  • All players MUST upload valid identification documents, including their report card (showing NISN), birth certificate, family card, and a photo wearing the team jersey.
  • All teams are REQUIRED to complete the player roster digitally in the BARATI online system.
  • During the age verification phase before the competition begins, team officials MUST bring an Integrity Pact to be submitted to the BARATI organizing committee.
  • If any player is found not meeting the eligibility requirements, the BARATI organizing committee reserves the right to disqualify the player from the tournament.

7. Match Information

7.1 Player Roster (Daftar Susunan Pemain/DSP)

  • The player roster MUST be completed and submitted through the BARATI online system at least 60 minutes before the match.
  • The player numbers registered in the online system MUST match the numbers displayed on the players’ jerseys.
  • All registered players are considered to have participated in the match.
  • All team officials (maximum 2 coaches and 2 officials) MUST be registered in the player roster.
  • Coaches and officials can only represent one age group team.
  • Only registered team officials are allowed in the technical area.
  • The minimum number of players for U13 is 14 players and the maximum is 22 players.
  • The minimum number of players for U14 is 18 players and the maximum is 22 players.
  • The minimum number of players for U15 is 18 players and the maximum is 22 players.

7.2 Player Uniforms

  • All players’ jerseys MUST have numbers, and the numbers MUST match those registered in the system. Player numbers MUST be on the back of the jersey. No player within the same team is allowed to wear the same number during a match.
  • Each team MUST bring 2 jerseys with different colors (light and dark), and the goalkeeper’s jersey MUST be a different color from the players on the field.
  • If the referee decides that one team’s jersey is too similar to the opponent’s, the team scheduled last in the match must change their jersey or wear vests.
  • Sponsor logos on player jerseys are allowed, as long as they are not from tobacco/vape products, alcohol, online gambling sites, or pornography.

7.3 Before, During, and After the Match

  • All teams MUST be ready on the field at least 30 minutes before kick-off.
  • The team manager MUST ensure that players are adequately covered by insurance.
  • All players MUST wear shin guards.
  • Teams are responsible for the behavior of their supporters. Poor behavior by supporters may result in penalties and point deductions for the team in the tournament.

7.4 Ball Size by Age Group

  • U13: Size 4 ball
  • U14 & U15: Size 5 ball

7.5 Certificates
Participation certificates and championship certificates will be distributed in DIGITAL format (e-certificates).

8. 9-a-side Rules

  • U13 Age Group plays 9-a-side (1 goalkeeper and 8 outfield players).
  • Offside rule does NOT apply.
  • The goalkeeper MUST distribute the ball by throw-in (if the goalkeeper wishes to kick the ball, it must first be rolled out from the goal line).
  • Goal kicks MUST be taken from the ground.
  • When passing the ball to their own goalkeeper, players are NOT allowed to use their hands.
  • Kick-offs from the center of the field are NOT allowed to be taken as a direct shot on goal. If a goal is scored directly from a kick-off, it will be disallowed.
  • Accumulated yellow and red cards apply for each half of the match.

9. 11-a-side Rules

  • U14 & U15 Age Groups play 11-a-side (1 goalkeeper and 10 outfield players).
  • The offside rule applies.
  • The goalkeeper is NOT REQUIRED to distribute the ball by throw-in (if the goalkeeper wants to kick the ball, it must first be rolled out from the goal line).
  • Goal kicks MUST be taken from the ground.
  • When passing the ball to their own goalkeeper, players are NOT allowed to use their hands.
  • Kick-offs from the center of the field are allowed to be taken as a direct shot on goal. If a goal is scored directly from the kick-off, the goal will be valid.
  • Accumulated yellow and red cards apply for each half of the match.

10. Referees

All referees officiating in the tournament are licensed by PSSI. Assistant referees will be involved in the following matches:

  • Group stage and Play-off matches in the U14 and U15 age groups.

11. Match Commissioner

The Match Commissioner is the highest PSSI representative responsible for overseeing the preparation, implementation, and completion of football matches. The duties of the Match Commissioner include:

  • Coordinating with the venue manager to ensure that facilities are in proper condition.
  • Ensuring that matches are conducted according to the schedule and regulations.
  • Resolving any disputes or issues that may arise during the tournament.

12. Protests, Age Fraud, Disputes, Physical Violence, Verbal Abuse, and Sanctions

12.1 Protests

  • All protests MUST be submitted in writing by the team official responsible to the match operator no later than 120 minutes after the match ends, accompanied by a protest form.
  • A protest fee of Rp1,500,000 MUST be paid within 4 hours after the protest form is received, along with an official letter and supporting evidence.
  • Referee decisions are final (FIFA Rule No. 5). No actions will be taken against protests regarding the referee’s decisions.

 

12.2 Yellow and Red Cards

  • Players receiving a red card are automatically banned from participating in the next match.
  • Players accumulating two yellow cards (whether consecutive or not) will face a one-match suspension.
  • Yellow and red cards will be reset after the group phase.
  • Accumulated yellow and red cards in the playoff phase will count up until the semi-final, but all cards will be reset for the final.
  • Serious violations will be reported to the ASPROV/ASKOT Football Association.

 

12.3 Age Fraud

  • Any proven case of age fraud (altering or manipulating player data) will result in the disqualification of the team or SSB from the tournament.

 

12.4 Disputes/Fighting

  • If a fight or dispute occurs between two teams, the committee has the right to disqualify the involved team(s) from the BARATI tournament.
  • If a fight or dispute occurs between supporters, the committee has the right to disqualify both the team and its supporters from the tournament.

 

12.5 Physical Violence

  • Any incident of physical violence (such as hitting, kicking, or spitting) within the competition area or the event venue will result in the involved player being removed from the BARATI tournament.
  • Physical violence involving players, officials, or supporters together may result in the disqualification of the team from the tournament.

 

12.6 Verbal Abuse

  • Any form of verbal abuse, including threats or statements related to ethnicity, religion, or race (SARA), will result in the removal of the involved player from the BARATI tournament, at the discretion of the organizing committee.

13. Walk Over (Leaving the Match)

13.1

  • Any team that fails to appear at the designated time and place for a match will be declared losing by a score of 0-3 by the BARATI organizing committee. If the same team repeatedly fails to appear, they will be automatically disqualified from the tournament.
  • In special cases, the tournament committee may decide to disqualify a team on the first offense if the walk over is intentional to benefit the team or is deemed unfair to other teams in the group.

13.2

  • If a match is stopped for any reason and cannot be resumed until its conclusion, the jury will decide whether the match must be replayed, decided by penalty shootout, restarted from the minute when the match was halted, or whether the result will be set, with one or both teams losing by a final score of 0-3.

14. Match Field

  • All football fields used in the BARATI CUP INTERNATIONAL TOURNAMENT are made of natural grass or synthetic grass.

15. Match Schedule

The match schedule can be viewed on the BARATI website.

The BARATI organizing committee reserves the right to change the schedule, time, and field assignments as necessary.

16. Rules Inside the Match Area

16.1 General

  • Each team official listed in the Team Line-up (DSP) on the BARATI system is responsible for any damage caused by their players.
  • Consumption of alcohol is prohibited within the match area.
  • All players MUST adhere to the regulations while inside the match area.
  • Players MUST ensure that their team does not leave any trash when exiting the match area.
  • We encourage all teams, both officials and players, to never leave valuable items unattended within the match area.

 

16.2 Fire Prevention

  • Smoking and vaping are only allowed in designated smoking areas.
  • Cooking, making coffee, or preparing any other food is prohibited in all match areas.
  • Hanging clothes or any flammable materials is not permitted.
  • Moving tables, chairs, or any other tournament equipment outside the designated committee tents or public areas is prohibited.
  • The BARATI organizing committee reserves the right to impose penalties and disciplinary actions on teams found in violation of any regulations.
